Social security is considered as a new concept in the developed and developing world. Universal Deceleration of Human Rights has identified Social Security not only as a public right regardless of the age, gender, race and class of people, but also as a major indicator of the range of growth and development of different societies as well as quality and quantity of social insurance services. Diversification and expansion of the range of these services to different levels of people, particularly to those who are productive, is considered to be another important criterion of improvement and development. Therefore, increasing attention of political, economical and social systems to social insurance section besides attempting to improve quality and quantity of insuring protection and standardizing the services of these domains are due to the logical expectations of public opinion.
